Die european hat bereits vor vielen Jahren damit begonnen, 'Agenturen', d.h. spezialisierte Behörden einzurichten. Die Rechtsschutzmöglichkeiten des Bürgers gegenüber dem Verwaltungshandeln dieser Agenturen unterscheiden sich zum Teil erheblich. Einige Akte können ausschließlich vor den Unionsgerichten angefochten werden, gegen andere Akte stehen ausgefeilte verwaltungsinterne Rechtsschutzmechanismen zur Verfügung. Letztere sind dem gerichtlichen Unionsrechtsschutz nach Ansicht von Oliver Streckert unter Effektivitätsgesichtspunkten überlegen. Dass der verwaltungsinterne Rechtsschutz bislang gleichwohl auf das Agenturwesen beschränkt geblieben ist, bewertet der Autor im Hinblick auf die Kohärenz des Rechtsschutzsystems als unbefriedigend. Deshalb schlägt er vor, ein Widerspruchskammermodell für die Europäische Kommission einzurichten, das er sowohl institutionell als auch verfahrensmäßig konturiert und rechtspolitisch bewertet.
Die Arbeit wurde von der Juristischen Fakultät der Georg-August-Universität Göttingen mit dem Appelhagen-Stifterpreis für die beste Dissertation des Jahres 2016 ausgezeichnet.
